[Fixed 10.2.8] NOAA Charts not downloading when expected

Version effected: 10.2.5 and later

Conditions:

Only impacts adding a new NOAA Coast Guard District for the first time. Existing sync and updates were OK.

Symptoms:

Add a new NOAA Chart catalog. Chart account shows “not found” and chart does not download. Subsequent restarts do not fix the issue on all machines (some do, some don’t).

Workaround:
  1. None. This condition is not recoverable.
